Abstract

The aim of this paper is to point out that the Monica Lewinsky scandal has the fundamental features of America which are pointed out in R. Shiba's Sketches of America. Why do Americans deal with such a scandal so seriously? Because it has a deep relation to the fundamentals which made America. The first fundamental is law. America is the country which is called "the states" because it is artificially made by law. The second thing is money which is the immigrants' motivation to come to America, and makes it possible for them to realize their American dreams. The scandal has another element in addition to those. It is the cultural and social trend in the 60's which opened the door to the changes after the 60's. Independent Counsel Kenneth Starr is said to dislike the moral change after the 60's and have brought on "the cultural war."
